The Intellectual Property Office of Viet Nam would like to provide the following clarifications regarding the selection of a legal service provider to represent and assist the Government of Viet Nam in the U.S Section 301 investigation concerning intellectual property:

- For hard-copy submissions, bidders are requested to prepare two separate sealed sets of documents (one technical proposal and one financial proposal) and send them before 12:00 noon on 16 June 2026 (Viet Nam time).

For electronic submissions, bidders are requested to prepare two separate files (one technical proposal file and one financial proposal file) and send them before 12:00 noon on 16 June 2026 (Viet Nam time) to the following email address: vietnamipo@ipvietnam.gov.vn.

- Bidders may submit a Cooperation Agreement, Cooperation Contract, or Confirmation Letter of Cooperation, duly signed and sealed (if applicable) by both the U.S. law firm and the Vietnamese law firm, as evidence of the cooperative relationship between the two parties.

- The commitment to waive all rights to file complaints and/or initiate legal proceedings must be provided as a separate written document. The commitment demonstrating goodwill toward the Socialist Republic of Viet Nam may be included in the bidder’s proposal dossier.

The Intellectual Property Office of Viet Nam looks forward to receiving proposal dossiers from interested parties in connection with this matter.
