Intellectual property training to be more in-depth

In 2020, being suffered from Covid-19, the number of training courses on intellectual property decreased but positive outcomes were achieved with contents that were more in-depth and better met the needs of the society. Forty-four training courses held on various topics with the participation of over 3,100 peoplesatisfied demands of different groups, i.e: advanced knowledge for public IP professionals, basic knowledge on management and utilization of IP for concerning staff, and IP information for university students who were to join the labor market in a near future.

Professional training on IP for IP Viet Nam staff continued to be paid special attention to with one basic training course and three specialized courses on patent, design and trademark examination skills for examiners and other staff. In addition, some training courses under different international cooperation frameworks conducted online on various interesting and up-to-date topics brought the trainees information on the latest development of the international IP system.

To strengthen working skills for staff, IP Viet Nam invited experienced trainers to coach on topics of state management of IP, online bidding, IT project management, financial management in public service agencies and IT application skills. Those topics were considered necessary to improve capacity of staff to qualify themselves with future higher job requirements.

The training to update and increase knowledge of IP for other relevant agencies continued to be strengthened. During the year, the Office organized one training course on IP basics for more than 60 IP and science, technology managers from different provinces and another course on the acquisition, management and utilization of IP rights for provincial specialties under the One Commune One Product Program (OCOP) with the participation of over 100 OCOP members from Northern provinces, showing the trainees how IP could be a tool to support the development of value chains of regional specialty products.

The Office continued to closely cooperate with relevant ministries, branches and provinces organizing nearly 30 training courses and seminars for more than 2,000 attendees on IP issues thatparticularly related to functions and responsibilities of such agencies.

Apart fromthat, IP Viet Nam also conducted training courses for universities and research institutes which provided a large proportion of IP assets available for transfer as well aseducated human resources for the labor market. Courses on IP protection for research results were held in many universities and research institutes in Ha Noi and other provinces all over the country, including the Vietnam Institute of Industrial Chemistry, Hai Phong University, Tay Nguyen University, etc., with the participation ofhundreds of lecturers, researchers and students. Besides, the Office also collaborated with Ho Chi Minh City University of Lawto conducta long-term and advanced training program on IP in Ha Noi and Ho Chi Minh City, equipping more than 100 students with adequate knowledge and skills in performing consultation and other jobs that required comprehensive understanding of IP.

In addition to the training activities, IP Viet Nam also developed and standardized training curricula and materials on IP. In the short term, four IP basic training curricula and one online training material on IP legislation were under finalization to be in use soon. The IT infrastructure to support online training was under installment and soon in pilot operation.

Public awareness activities: efforts to cope with the Covid-19 pandemic

Due to the Covid-19 outbreak, a number of traditionalIP public awareness activities had to shift to virtual mode. To celebratethe World IP Day (26 April), instead of organizing large community activities which had been held for many years, IP Viet Nam urged staff to write news and articles onsocially interested IP topics such as IP in new generation FTAs, IP with AI, role of IP assets administration with green development, etc. Those contents then rapidly became popular on papers, online newspapers and TV reports. The message of the World IP Day 2020 “Innovation for a Green Future” was disseminated on many channels and social networking sites.

Most international seminars and conferences were virtually conducted and timely notified by IP Viet Nam for interested stakeholders to registerfor participation. There were four domestic seminars on different aspects of IP held with nearly 400 participants. Especially, at Techfest Viet Nam 2020, the seminar “IP with Innovative Startup” hosted by IP Viet Nam attracted hundreds of attendees from bothon-site and online settings. On the sidelines of the event, there were help desks and information booths introducing IP activities received attention of numerous businesses, start-ups, public agencies, universities and institutions.

Although not many IP public awareness activities were conducted in 2020, the introduction of new organizational methods and approaches contributed to improving the quality of the IP public awareness, bringing IP closer to the social life and better responding to the needs of businesses and the community.

Researching on IP was also put an emphasis on during the year to provide better practical and theoretical basis for finalizing the mechanism, policies and legislation to address pressing IP issues, specifically providing grounds for the amendment of IP Law and accessions to international treaties. Over the year, the Office carried out a ministry-level researching task, namely “Study on practical and theoretical basis for the amendment of IP Law to serve the actual need and international integration” (to be completed in 2021) and an office-level researching theme to support the accession of Viet Nam to the Budapest Treaty, namely “Study on practical and theoretical basis for the accession to the Budapest Treaty on the International Recognition of the Deposit of Microorganisms for the Purposes of Patent Procedure”.

In the coming time, with the rapid development of science and technology and more in-depth international integrations, IP assets administration would gain more and more interests. Thus, IP training and public awareness should be conducted more comprehensively, requiring a higherquality of traditional training forms and an increase in applying new training methods in order to better meet the needs of the society and the development trend of science and technology.
