IP Annual Report 2019

As a breakthrough year for the successful implementation of the socio-economic development plan in 2016-2020, the Intellectual Propery Office of Viet Nam (IP Viet Nam) achieved various meaningful results to contribute to the scientific, technological and socio-economic development of the country in 2019.

As a breakthrough year for the successful implementation of the socio-economic development plan in 2016-2020, the Intellectual Propery Office of Viet Nam (IP Viet Nam) achieved various meaningful results to contribute to the scientific, technological and socio-economic development of the country in 2019. The Prime Minister approved the National Intellectual Property Strategy (under the Decision No. 1068/QD-TTg on August 22, 2018) with the aim of leveraging the Vietnamese intellectual property system synchronously and effectively in all stages, making intellectual property become a real tool to enhance competitiveness and promote the economic, cultural and social development of the country.

The year 2019 also witnessed an important milestone in international cooperation activities. Minister of Science and Technology - H.E. Chu Ngoc Anh for the first time attended and delivered the opening speech at the WIPO General Assembly meetings, and also attended important bilateral and multilateral events such as depositing the Accession Instrument of Hague Agreement on the International Registration of Industrial Designs. Also in 2019, for the first time since joining ASEAN, IP Viet Nam assumed the Chair of the ASEAN Intellectual Property Working Group (AWGIPC).

IP Viet Nam also recorded impressive results in the establishment of industrial property rights in 2019. The office received 75,742 IPR applications in total (an increase of 26.7% compared to 2018), handled 65,029 applications (up 51.7% compared to 2018) and granted 40,715 IPR protection titles (up 40.6% compared to 2018). This showed huge efforts of the leaders and employees of IP Viet Nam in meeting the needs of intellectual property protection of businesses and inventors, ensuring a facilitated and transparent business and investment environment for Viet Nam.

Another outstanding result of the year was that the Law amending and supplementing a number of articles of the Law on Insurance Business and the Law on Intellectual Property was adopted by the National Assembly to help implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). In 2019, IP Viet Nam also initiated the process of amending the Intellectual Property Law to internalise its commitments in the CPTPP and EVFTA free trade agreements.

Training, dissemination and dissemination activities were implemented effectively for various stakeholders; the industrial property information was maintained, basically meeting the needs of society in scientific research, technological development and innovation. The National IP Assets Development Programme was implemented properly, making it the model for the development and implementation of IP assets development programmes of industries and localities across the country.

The year of 2020 is particularly important for the country's socio-economic development because it is the final year in implementation of the five-year plan (2016-2020). It also is a preparation year for the implementation of the country’s Socio-Economic Development Strategy in the coming 10 years (2021-2030) and the following stages of development. In addition to performing regular tasks well, IP Viet Nam is focusing on implementing a number of key projects, including formulating the Action Plan of the National Intellectual Property Strategy and submitting the Minister of Science and Technology for his approval, as well as successfully implementating the plan; initiating the process of amending the Intellectual Property Law; formulating a scheme to reform the organisational structure of IP Viet Nam; projects on modernisation of IP system and projects on building and repairing the headquarters of the office to provide better equipments and facilities to its staff; elaborating and submiting to the Prime Minister for the National Programme on IP Assets development in the period of 2021-2030; expanding technology transfer centres at universities, research institutes and enterprises and promoting services to transform IP rights into important assets for economic development.

To successfully carry out the above tasks, there is a need for solidarity and efforts from all IP Viet Nam's leaders, cadres, civil servants and employees, thereby promoting the crucial role of the department as part of Vietnam's intellectual property system, contributing to promoting the development of scientific and technological activities and serving the cause of socio-economic development of the country.
