Supports for intellectual property assets development

Supporting activities in the development of IP assets helped many organisations, individuals and locals to promote their competitive advantages. Within the framework of the National Programme of IP Assets Development for 2016-2020 (Programme 68), 2019 was pivotal so that management agencies and beneficiaries can close projects by 2020.

Propaganda activities for promoting the use and development of IP assets continued to be strengthened (through a series of articles and comments in press, television and seminars)  to provide the public with detailed information on the implementation of projects under Programme 68.

Besides, activities in supporting enterprises to develop IP strategies and asset management were strengthened, contributing to IP asset management and exploitation of enterprises effectively, thereby enterprises’ competitive advantage in the market is promoted. Many projects under Programme 68, implemented by enterprises, gradually became effective such as the project on building and operating organisation in terms of the management of IP activities and assets at Ha Noi Milk Joint Stock Company, DABACO Group Joint Stock Company, Ha Long Shipbuilding Company and Vinh Thang Joint Stock Company, etc. 
To enhance the research, implementation, application of inventions and scientific research results into practical life in 2019, the programme continued to support many science and techonology organisations and Vietnamese enterprises to exploit and apply their inventions, namely Vietnam Academy of Science and Techonology, Hanoi University of Science and Technology, Soils and Fertilizers Research Institute, National Institute of Medicinal Materials, Institute of Natural Products Chemistry and Fitohoocmon Fertilizer Joint Stock Company, etc. This support affirmed the value of research when being applied appropriately and effectively in practical life.

One of remarkable points in 2019 was that Programme 68 strengthened support for protection, management and enhancement of the value of key and specialized products of localities. In 2019, the programme supported GI protection and control of product origin and quality as well as exploitation and development of IPRs for 20 key and specialised products including: (1) Cao Phong Orange of Hoa Binh province; (2) Binh Minh Nam Roi Pomelo of Vinh Long province; (3) Ca Mau Shrimp of Ca Mau province; (4) Co Lung Duck of Ba Thuoc district, Thanh Hoa province; (5) Cau Duc Pineapple of Hau Giang province; (6) Vinh Chau Brine Shrimp (Artemia) Cysts of Soc Trang province; (7) Dai Hoang Banana of Ha Nam province; (8) Ha Giang orange of Ha Giang province; (9) Cu Lao Cham Salanganes Nest of Quang Nam province; (10) Van Chan Wattle-necked Softshell Turtle of Yen Bai province; (11) Danh Mountain’s Boerhaavia Diffusa of Bac Giang province; (12) Phu Yen Panulirus Ornatus of Phu Yen province; (13) Phu Binh Hill Chicken of Thai Nguyen province; (14) Que Phong Passion Fruit, of Nghe An province; (15) Phu Tho Tea of Phu Tho province; (16) Tra Bong Cinnamon of Quang Ngai province, (17) Hue’s Cajeput Tree Oil, (18) Ham Yen Orange of Tuyen Quang province, (19) Dien Bien Rice, (20) Seng Cu Rice, Lao Cai province.
In addition, the programme organised study visits to learn and evaluate the effectiveness of activities in IP asset protection, management and development for local specialised products (in provinces as Phu Quoc, Son La and Ha Tinh) to improve skills and knowledge for local managers and enterprises as well as identify and direct the support needed from the programme in the near future. 
Through support for protection, development of IP assets, control of origin and quality of local key products, Programme 68 in particular and IP activities in general contributed to improving product value, increasing competitive advantage in the market, shift from single production model toconcentrated production one, change from raw products to products with packaging and labels, changing the habit of the community from free production and development of products to production and business with controlled origin and quality. IP protection of local specialised products also contributed to the preservation of national cultural value, traditional knowledge, value promotion and honour of products manufactured by local processes. 
The implementation results of the programme were one of the scientific and practical foundations for the Prime Minister to consider and approve the IP strategy by 2030 under the Decision No. 1068/QD-TTg dated August 22, 2019.
In the coming time, to continue to implement and realise the guidelines and policies of the Party and State for promoting the solutions for socio-economic sustainable development, the Project Management Office – IP Viet Nam will advise the Ministry of Science and Technology to prioritise and concentrate on activities concerning product origin and quality, development for local key products to create the value chain; support for IP asset protection in large markets in the world.
