On September 25, 2017, the National Office of Intellectual Property of Vietnam (NOIP), in collaboration with World Intellectual Property Organization (WIPO), launched the inauguration ceremony for the National Advanced Training Program on Successful Technology Licensing (STL), and started interviewing universities and research institutions to attend EIE project.

Joining the opening ceremony were Mr. Dinh Huu Phi – Director General of NOIP, Mr. Phan Ngan Son – Deputy Director General of NOIP, and a group of WIPO experts, including Ms. Olga Spasic – Counselor, SMEs and Entrepreneurship Support Division, Department for Transition and Developed Countries (WIPO); Mr. John Orcutt – Professor of Law, University of New Hampshire (US), Mr. Andre Pascal Chauvin, President of AVALUE IP (France); Mr. Richard Cahoon, President of BioProperty Strategy Group Inc., Associate Professor, International Program, Cornell University (US); Mr. Cyrus Gunalan Veloo Varatharajan – Official of the Regional Bureau for Asia and the Pacific (WIPO); and Ms. Yumiko Hamano – Intellectual Property Advisor and Partner, ET Cube International (France). Other participants came from research institutions, universities, enterprises, invention associations, a number of industrial property representatives, state management agencies and news agencies.

Speaking at the inauguration ceremony, Mr. Dinh Huu Phi, Director General of NOIP, said that until now, NOIP has established a network of 30 Technology and Innovation Support Centers (TISC) in research institutions and universities. In the next phase, NOIP will focus on supporting the network to maintain stable operation, which assists research institutions and universities in strengthening their capability in determining Intellectual Property (IP) rights and technology transfer, particularly in increasing the number of Vietnam’s patents. This number is one of the indicators of Global Innovation Index (GII) that needs to be improved under the Government’s guidance in Resolution No. 19-2017/NQ-CP.

The fact that Vietnam jumps twelve places in GII 2017 represents a remarkable progress of the country recently, especially in the IP field which has been on the right track recommended by WIPO, said Ms. Olga Spasic. The EIE project which has been implemented in Vietnam will facilitate the process of knowledge creation and technology transfer, transforming the knowledge into intellectual products which contribute greatly to economic-social development.

NOIPIn the Working Program 2017, the Government has assigned the Ministry of Science and Technology to lead and cooperate with relevant ministries and agencies to build a national strategy on IP for Vietnam. The strategy will set specific goals and measures to enhance the IP system with a mechanism that fosters an environment of healthy competition, encourages innovation, attracts investment, stimulates creativity. Such mechanism will contribute to economic-social growth and improve living condition, promoting the IP system as a tool to develop the knowledge-based economy.

WIPO project will help to reach the above-mentioned strategic goals, particularly developing intellectual products and boosting the usage of advanced technology. It is hoped that there will be many valuable technologies of Vietnam transferred domestically and internationally, thanks to WIPO’s support through the “Hub and Spoke” structure.

The EIE project supported by WIPO aims to enhance the innovative and managing capabilities as well as to commercialize technology in developing and underdeveloped countries in the region including Malaysia, Thailand, the Philippines, India, Iran, Mongolia. In Vietnam, the project will be implemented in a five-year period from 2018 to 2022.

In March 2017, on the sidelines of WIPO Director General Dr. Francis Gurry’s visit to Vietnam, NOIP, in collaboration with WIPO, hosted the workshop on Increasing the Innovative and Creative Capacity in universities and research institutes through a “Hub and Spoke” structure. A screening interview of research institutions and universities in the North was also conducted.

Following the above-mentioned activities, from September 25 to 29, 2017, NOIP continued cooperating with WIPO in holding conferences to conduct official interviews for institutes and universities in Ho Chi Minh City (from September 25 to 26, 2017) and in Hanoi (from September 28 to 29, 2017). During the conference, WIPO experts introduced the methodology of “Hub and Spoke” structure, and officially selected participant of the EIE project. The selected participants will receive considerable support from WIPO and NOIP for the purpose of technological development.

Within the framework of the project, from September 25 to 29, 2017, NOIP also cooperated with WIPO, under the financial support of The Australian Funds-in-Trust, to organize advanced training on STL for universities, research institutes and corporates in Ho Chi Minh City. The training delivered diverse information, providing students with knowledge and skills in negotiating, drafting licensing agreement, IP valuation, and formulating technology transfer policy.
